gcc 4.x without libiconv

Is it possible to build gcc 4.3.1 without requiring libiconv?
Specifying "--disable-nls" doesn't do it. I've tried several other
configuration options as well. I'd like to build 'gcc' so libiconv
isn't needed for the 'gcc' executable.
