sysroot package gpl-include open-source or Red Hat proprietary?

Hi.

I'm trying to find if a sysroot package provided by Red Hat,
gpl-include.tar.bz2, might be open-source and thus available elsewhere, or if
its proprietary to Red Hat. The name suggests that it might be GPL.

Does anyone know how/where I might be able to find out?
