1. How can I get the file handle from gaim in a plugin
in order to modify the file to be transferred?
2. How can I detect that a file transfer is about to
begin or about to end (on the receiving side) in order
to intercept it and do some operations on it?

Check out the FT API for retrieving the file handle:
http://gaim.sourceforge.net/api/ft_8h.html

It looks like the FT signals are not in the API docs, but
you can see them in libgaim/ft.c (search for
"gaim_signal_register"  for the definitions)
