Can you send your config.log file and config.h file?

Well here's my little config script that I'm using to compile it.
I've tried with cflags and without, I get the same error:
CC="ccache gcc"  CFLAGS="-O3 -mtune=ev56 -mcpu=ev56  -mieee -funroll-loops -mmax -ffast-math -fstrict-aliasing -
pipe  -fexpensive-optimizations -ffloat-store -finline -Winline  -foptimize-register-move -foptimize-sibling-calls -fomit-frame-
pointer"  CPFLAGS="-O3 -mev6 -mfp-regs"  CPPFLAGS="-O3" LIBFLAGS="-O3 -mtune=ev56 -mcpu=ev56 -
mieee -finline"  CXXFLAGS="-O3 -mtune=ev56 -mcpu=ev56"  CXXLIBFLAGS="-O3 -mtune=ev56 -mcpu=ev56"  ./configure  --prefix=/usr  --build=alphapca56-alpha-linux-gnu  --with-x  --with-gnu-ld  --enable-screensaver  --enable-perl  --enable-plugins  --enable-audio  --with-libiconv-prefix=/usr  --enable-perl  --enable-nss=no  --with-silc-includes=/usr/include  --enable-gtkspell

Well you have any idea whats causing the problem? a missing
header file possibly? I recieve the same error on Gaim-1.0.0
running the same config script I used when I first rolled it
several weeks or so a go...

This shouldn't be possible, since you have to have
HAVE_TM_GMTOFF defined in order for that code to be compiled.
