One correction. good to try FC_DEBUG=3 instead of 2.
You may see a line of those font names after "best score". keep it
note  and then check the "score" for your expected font family. it may
be quite hard to find out though, reverse-searching with 'family:
"Times New Roman' may help a bit. and then scroll down. you'll see
some details of score evaluation and overall.
The left side number is higher priority and there should be one less
than Times New Roman. That is the reason.
