Reverse order for local.conf and ~/.fonts.conf

A suggestion: the default /etc/fonts/fonts.conf shipped with fontconfig should
include /etc/fonts/local.conf first and then ~/.fonts.conf (right now it's the
other way around). The new way, the non-priviledged users can have better
control and the final word about what happens with their setup. The old way,
they run the risk of having local.conf mess with some of their preferences.
