Moving local.conf before ~/.fonts.conf

If it didn't happen already, may I suggest that the default fonts.conf
include local.font first and then ~/.fonts.conf? Otherwise modifications
in user configuration may be overwritten by local.conf. IMO the user
"environment" should start with all the "global" modifications already
applied and let the user customize it further.
