I'm not sure about Fedora XEN (I'm only using fedora on guests), but with
RHEL/Centos 5 as dom0, this works for me to hide a USB interface:

title CentOS (2.6.18-8.1.6.el5xen)
        root (hd0,1)
        kernel /xen.gz-2.6.18-8.1.6.el5 dom0_mem=512M
        module /vmlinuz-2.6.18-8.1.6.el5xen ro root=/dev/k/root pciback.hide=(00:09.0)(00:09.1)(00:09.2) noirqdebug
        module /initrd-2.6.18-8.1.6.el5xen.img
