Starting in permissive mode is enough. Disabling will result in needing to
do a relabel later.

indeed, is a good workaround for now but, leaving aside that it requires prior knowledge, the general problem remains. imho, selecting a few required services (like assigning priorities) and making the others optional may relax the problem, making the system more stable in the long term.
