that's all it really means, yeah. It's trying to get info from
NetworkManager via dbus, and it's failing, obviously, because NM isn't
running. It fails in this particular way because you don't have NM even
installed, so the .service files which would provide those particular
dbus services aren't present (they're part of the NM package). If you
had NM installed but not running you'd probably get a slightly different
error message. nm-applet could implement a more friendly error message
here, sure, but I don't think anything more complex is going wrong.
