Try booting all three a few times. It could simply be an intermittent
bug which you happened to see on one but not the other. I think all the
relevant packages are the same between DVD and netinst, so it would be
odd for to happen on one but not the other.
So I took the F14 RC2 i386 DVD and booted it six times. Three of the times I booted it in the normal graphical mode (hit enter at prompt). For the other three I entered vesa to go into the basic video driver install mode. The three times I went into the default graphical install the mouse completely failed to accept clicks. The three times I went into basic graphics install mode the mouse worked just fine.
I can try the other disks once I download them.
