In general I think we could just say that the best approach is to write
strictly factually about how to report bugs upstream, as opposed to
trying to codify the reasons why someone might choose to do so.

(Also, a small language point, Ankur - in English, you don't put a space
on each side of punctuation marks like ! and : and ;. You only have a
space *after* them. So "Purpose : A page" should be "Purpose: A page",
and so on.)
