Right now the default ordering of the rows (the one corresponding to the order they appear in the source code) roughly corresponds to ordering by the Release Level column (though sorting causes the "Upgrade system/QA:Testcase_Preupgrade_from_older_release" row to move to the top, which is wrong). AFAIK, sorting can change the order of the appearance of the table by column, but the codes themselves would not really change according to it.
