None of the gcc-* subpackages (nor libgcj-src) were ever meant to be multilib, they should always be included just for the primary arch. Other lib* subpackages of gcc on the other side are multilib and should be shipped for both arches. The above sounds like gcc-gfortran.i686 has been wrongly composed into the x86-64 tree.
