Actually, as I understand it, that *is* the case. The intended behavior
is that port 22 should be open and root ssh login should be allowed.
That's how it's always been and that policy has not changed.

But (as Kamil pointed out) there is a bug in F13 that's keeping port 22
closed when it should be open:

So until that's fixed, you'd need to put some kind of workaround in your
kickstart %post script if you wanted this to work. But I wouldn't
imagine that anyone is actually mass-deploying the Beta, so cooking up a
kickstart-based workaround is probably not something we need to worry
about too much.
