That's how it's always been and that policy has not changed. But (as Kamil pointed out) there is a bug in F13 that's keeping port 22 closed when it should be open: https://bugzilla.redhat.com/show_bug.cgi?id=568528 So until that's fixed, you'd need to put some kind of workaround in your kickstart %post script if you wanted this to work.
