Ok, so updates/testing/13 has oo 12.7.fc13, development/13 has
12.8.fc13.  yum-langpacks wants 12.7.fc13, but yum has already added
the newer 12.8.fc13 to the transaction.  I think yum-langpacks is at
fault here.

--skip-broken in yum dont work on packages added to the transaction by plugins after the first depsolve, i have a fix under way, to solve this issue.
