my software works with it when basic things such as loading
and updating that used to work revert to "do not pass go" status.
Not sure its the same as your problem, but there appears to be a
problem with prelink/glibc/libselinux:

seen trying boot.iso.
I rather specifically want to test the new anaconda, just posted 3 July.
To paraphrase a fedoraproject wiki page somewhere, rawhide means
binaries with little (or no) testing. I'd bet the "if it compiles, post
it" workflow ruled the day before a holiday weekend.
