Most are likely just packages that haven't been rebuild during the past
few devel cycles and hence still have the disstag from the F7, F8, F9,
or F10 devel cycle. That's normal, as there is no need to rebuild big
data packages without need, as that would force unnecessary downloads
for people.
If you actually look at the list, few of them fit the description 'big
data package'. They're normal things like applications, libraries and X
drivers, which really should get rebuilt from cycle to cycle.
Yeah, that might be good for some of the packages in the list. But FESCo
left that decision up to the maintainers; automatic or semi automatic
rebuild of all packages in each devel cycle have been discussed iirc at
least two time in the past few Fedora years and both time it was agreed
on to not do them.
