At a guess, these failed the rebuilds, perhaps?
Most are likely just packages that haven't been rebuild during the past
few devel cycles and hence still have the disstag from the F7, F8, F9,
or F10 devel cycle. That's normal, as there is no need to rebuild big
data packages without need, as that would force unnecessary downloads
for people.
To find orphans use "yum list extras" or "package-cleanup --orphans"
from yum-utils.
