Not necessarily; especially if these are 'noarch' packages which were just "carried over" to subsequent distros. They also could be "orphans" and 'package-cleanup --orphans' may have something to say on the subject. If something is not orphan then it is current regardless of its tag. Packages which were replaced by updates will be orphans too even if a distro tag is what you expect.
