No, see the discussion on fedora-devel.  The packages have proper
dependencies on lib{crypto,ssl}.so.7.  The new OpenSSL package tries to
provide both .so.7 and .so.8 libraries (using a symlink for 7 -> 8), but
under some (as yet unknown) condition, the .so.7 symlinks are removed.

You _should_ be able to create the symlinks manually and everything
should work.
