Much of the decisions have been discussed in fedora-devel list. I
suggest you read the archives and post there if you want a answer to
your question. I don't think Lennart, the primary developer of
PulseAudio is subscribed to list at all.
Also note that ConsoleKit is setting device permissions IIRC for
security reasons and PulseAudio is merely relying on the common framework.
