"clear" and "reset" are such a basic commands I'd expect them to
always be there. My .logout has had "clear" in it for more than 10
years...

bash should require it, the file below is part of the bash package.
11:13 [summer@numbat ~]$ rpm -qf /etc/skel/.bash_logout
bash-3.1-16.1
11:16 [summer@numbat ~]$
Possibly, mingetty too, it clears the screen.
