If you upgraded from F7 you may have hit this bug:

https://bugzilla.redhat.com/show_bug.cgi?id=443852
"..users have user_u instead of unconfined_u (su "missing")"

Run "id -Z"; if it says "user_u" then you hit this bug.

To fix the problem, you can run:
semanage login -m -s unconfined_u -r SystemLow-SystemHigh __default__

A fixed selinux-policy package will be available soon.
