No, it's not. Your Fedora mirror is not up2date.
Those sync issues are normal(¹). We have to live with it or yum needs
workarounds for situations like this. :-/
I actually didn't mean it was a livna problem, but rather, a problem with a
livna package (and that it would probably fix itself). But most likely it was
what you expect there causing the OPs issue.
