In other words, no bugs should exist against rawhide, except during
development cycle between official releases?

So when F9 goes gold, all rawhide bugs go to F9 and Rawhide has none?

At first glimpse this seems sensible. At second, this doesn't automatically mean they don't exist in Rawhide.... Probably, they exist in both.
