Since you seem to be the only one who can reproduce this, perhaps
you can contribute some debugging? Is this with mirrorlist enabled?
Can you reproduce it when you point yum to a hardcoded development-source
repo? What is the output when you start with an empty
/var/cache/yum/development-source  directory?
