why are source packages sometimes yum inaccessible?

  i've had this issue before but, every so often, i just can't grab a
src.rpm for a given package:

$ yumdownloader --source file
Loading "refresh-updatesd" plugin

kde-all                   100% |=========================|  951 B    00:00

$

  is there a reason for this?
