I had this problem after upgrading from fc6. I had to manually remove the old fc6 glibc packages using something like yum remove glibc-2.5-10.fc6 after doing yum list | grep glibc to find out their actual names. I could then do a yum update glibc and it worked. I was then able to correctly update my whole system.
