It's slightly more complicated than that, but happens in Rawhide as well. The
skip-broken plugin can't handle broken dependencies at all.
That's certainly not true. What the OP has run into is a bug in the
plugin. You should report issues instead of assuming a plugin cannot
handle cases it was explicitly designed for.
