It's slightly more complicated than that, but happens in Rawhide as well. The skip-broken plugin can't handle broken dependencies at all. I suggest trying apt-get upgrade vs. dist-upgrade (not to mention apt-shell's install/keep), contrary to yum, it works just like you expect it to work and doesn't break the system if only deps are all right.
