Does this partition, or a phisical disk below it, has, by any chance, a spurious RAID signature? This was not an issue in FC5 and below. If this happens to be the case then use 'dmraid -r -E ...' to clean that up. I bumped into that with "recycled" disks where I was not even aware that some time in the past they were used as part of RAID. Somewhat nasty and it would be really nice to a clearer indication what is happening instead of leaving that as a "dark corner". > It is listed as foreign in the anaconda partitioner. It will be "busy" once you booted with no outward indication what makes that partition "busy" beyond that all 'open' calls fail.
