And if I told you I'm not seeing this on my 512 Meg 1800 MP athlon smp
system using an Nvidia GeForce FX 5200, using the nv driver? We don't
really know what the underlying problem is. Nor do we have any idea
as to how widespread what you are seeing is. Until you are able to
diagnose what's going on how do we know this isn't a fixable bug
associated with the radeon driver that the screensaver just happens to
expose or that its limited to your hardware? Calling for defaults to
change without knowing why you see the stutter that your seeing post
screensaver startup is a weebit premature.

Someone clever is going to have to help you instrument your system so
you can try to figure out exactly what the underlying problem is. If
this is a symptom of a deeper video driver bug, the solution isn't
changing the defaults, the solution is fixing the bug.
