xorg package names aren't starting at 7.0

What reasoning lies behind the choice of version numbering for the new 
X.Org X11R7.0 packages in rawhide.

FC4 updates-released used: xorg-x11-6.8.2-37.FC4.49.2
FC5 test1 development uses: xorg-x11-apps-1.0.0-1

Wont this would confuse many who will be getting R7.0 (now released) ?
