This means that you have a disc that uses rce.  This is a nasty little 
"enforcement" of regioncodes.  What it does is the disc tries multiple 
regions and if they both succeed then the disc goes to a special failure 
screen. (The Spiderman disc does this as well.)

I am not certain if there is a way to force a region code for a specific 
disc.

I will test it on my fc3 system and see what happens.
