To cut a [very] long story short, I have "fixed" the issue on both a native Rawhide box AND a native Fedora 40 beta branch box by uninstalling mesa-vulkan-drivers-24.0.0-2.fc40.x86_64/mesa-vulkan-drivers-24.0.2-1.fc41.x86_64. What I am not certain about is if there will be any negative consequences of doing that.
