System JDK update from JDK 17 to JDK 21 ready to be pushed to stable

Hi,

the system JDK bump updates are now ready to be pushed to stable. We
passed all required tests, unfortunately the smoke tests are currently
being blocked by a bug in tft.

Note the update is split into 4, as some of the maven packages have
conflicting dependencies which break the tests.

Can you please tell us how to proceed to get this change pushed to
stable? There was a deadline set for our changes to be pushed today
(Wednesday), so please let us know if we have to do some additional
steps to ensure the update makes it to Beta.
