Bug searches for rpmdbNextIterator came up empty.
You just hit what I had complained about in

rpm in f38 is not noisy, it is broken and can't "gracefully" handle package signatures.

There had been some useful links to work arounds in followups to this discussion, but they now seem to broken in the list's archive, as well ;)
