What's your GPU? This should be the expected behavior with Nvidia (using the proprietary driver, at least).

This was in a GNOME Boxes VM (QEMU). I've done many Fedora installs in GNOME Boxes over the past few years, and GDM always defaults to Wayland - till a few days ago - like it does on my laptop (intel Xe Graphics).
