Scenario 1:This is not stated to be a bug, but I think most people, including me, would see it as a bug. That said this makes a bad impression on the user; especially a new user. I don't believe this is a blocker, but should be a Freeze Exception bug and a Priority bug. Scenario 2: Same as Scenario 1. Scenario 3: This makes a very bad impression on the user; especially a new user. Since there is no error message and the user may not be aware of the problem until they try to use the application, I believe this is a blocker. Scenario 4: Same as Scenario 3. Scenario 5: This may result in the user closing the package manager when the message appears so package A doesn't get installed. This makes a very bad impression on the user; especially a new user. The user knows there is a problem, but they may conclude the the package manager is unusable. I believe this is a blocker. Scenario 6: This makes a very bad impression on the user. Fedora is supposed to be an advanced multitasking OS that can run multiple threads on multiple processors. This is not a blocker, or a bug, but the package manager needs some improvement.
