Addendum: I did the query for proposed common bugs http://bit.ly/fedora-commonbugs-proposed and while there are definitely good-faith proposals there, there also seem to be at least _some_ cases where someone has a bug that is important and urgent to them and therefore they have set a bunch of random keywords because they can.
