No, that translates to "feel free to remove grubby". Hopefully the
kernel install scripts are designed to not fail if it's missing.
The scripts are in kernel RPM, no need for grubby these days. But (most) everyone gets grubby out of the box. If you compile the kernel, some component needed to do that might have a dependency on grubby.
