I have a similar issue. Reference the bug below.

Try the following. Set up a root password. On the terminal use (sudo
passwd). Enter a pass word and then verify it. Close the terminal. Open
your browser and go to localhost:631 then click Administration. Then
click Add Printer. Log into CUPS with User = root and your root password
you just set up. You may need to click Add Printer again. Your printer
should be listed. Select your printer and Continue. Follow through with
the rest of the setup procedure to see if CUPS can directly setup your
printer. If not you should should file a bug report at Bugzilla and an
Issue at gitlab-gnome.

However, the printer appears as installed (but it doesn't work).
If I try to go in "Printer details" and "Select from Database...", I
can see the list of manufacturers, but for each of them the right panel
(where printers models should be listed) is always empty.
Does anyone has tested a printer with F33?
I wonder if it is a problem with this specific printer or there is some
bug in cups.
