SOLVED, sort of Re: rawhide net install image doesn't work with bios partitions

In the end, after many machinations, neither MBR or UEFI would install,
always hanging at "installing boot partition".  As I mentioned, I
opened a bugzilla for this,
https://bugzilla.redhat.com/show_bug.cgi?id=1714828
which is still unresolved.  The latest rawhide version, 20190604, still
exhibits this issue.

So, I downloaded the equivalent F30 netinstall image, and it installed
a minimal UEFI install flawlessly.  It boots fine, so I could stop here,
and just turn on the rawhide repositories to get to F31, but I think
I'll keep trying candidates from rawhide, at least for a while.
