In the end, after many machinations, neither MBR or UEFI would install, always hanging at "installing boot partition". As I mentioned, I opened a bugzilla for this, https://bugzilla.redhat.com/show_bug.cgi?id=1714828 which is still unresolved. The latest rawhide version, 20190604, still exhibits this issue. So, I downloaded the equivalent F30 netinstall image, and it installed a minimal UEFI install flawlessly.
