Rolling back to Fedora-Rawhide-20171230.n.1 fixed the problem. I downgraded a bit over 1000 packages in that process. I'll work on slowly moving forward see if I can narrow things down, but it probably won't be quick.
I was able to recreate the problem while upgrading and am in the middle of doing a sort of bisect to get identify the problem package. Once I do, I'll file a real bug report.
