I upgraded rawhide to the latest updates, and then rebooted, and had no problem. I boot into multi-user, and then use startx to start X, so I might not be hitting the problem you are. I was previously unable to start X because of this problem, https://bugzilla.redhat.com/show_bug.cgi?id=1410528 but once I implemented the workaround suggested there, X started and ran fine.
