Postgres and glibc change heads up

The recent glibc change resulted in language packs being seperated and by default none of them were intsalled. This breaks the postgres server in you used anything but the C locale for a database.

You can fix things by installing the appropriate language pack (e.g. glibc-langpack-en) or all language packs (glibc-all-langpacks) and restarting postgres (systemctl restart postgresql).
