You can disable repositories permanently without modifying the repo
files by using dnf config-manager subcommand:

dnf config-manager --set-enabled (reponame)
dnf config-manager --set-disabled (reponame)

but please do stop discussing the repo in question on this list, it is
off-topic and it has its own mailing list where such questions are
better directed. Thanks.
