All packages would need to be rebuilt before a dist release. Alternatively, it would enter the repo metadata somehow, so tools would apply a "dist version" check at the repo level and trigger downgrades of packages based on what dist the repo is made for. Tools could also recognize whether a package is for Fedora 21.
