These are not the same thing. Rawhide is now F22. See
https://fedoraproject.org/wiki/Fedora_Release_Life_Cycle and
https://fedoraproject.org/wiki/Releases/Branched . The odd thing about
your initial attempt is you somehow wound up with Rawhide packages being
pulled in, even though I can't see any repo there that would contain
them. All I can think is maybe releng fleetingly had the instrepo
redirect pointing at Rawhide, and you happened to hit it while that was
the case, but even that seems odd.

Can you run 'rpm -qa | grep fc22' and verify you have no Fedora 22
packages installed? You should not. Thanks!
